Is that a glitch in the game? I find it annoying when you have to hurry up and choose an item before someone attacks you.

Go to the Menu. Change "Active" to "Wait."

It's not a glitch, this what you call an ATB, or an "Active Time Battle" system. There are no such things as turns really, everyone attacks based on their speed. Some advantages of this are that you can go multiple times before an enemy does if you're faster. Doing what I mentioned will make it so that enemies can't attack you when you choose an item or skill.
