List will be updated
Better Battle Mechanics -Jumping on a Koopa will flip it. Koopa's have a lot of defense in the game, but their defense is reduced by 90% when flipped. You better take advantage of this quickly or else his allies will help him up, or he'll get back up.
-Jumping on a spiked enemy will not hurt it, and now will also hurt the jumper 1. In aesthetic terms, the Jumper will react to landing on a spiky or fiery object just like in PM/M&L.
-Hammer skills (and all other ground based attacks) will automatically miss a flying/hovering enemy, instead of hurting them 0 as in SS.
-More enemies have specific reactions to certain types of moves in this game. (Flipping Koopas, shrinking Pokey's, etc...)
More Concise Skill Pool -There will be few skills in the game that are simply better versions of earlier ones. Seven Sages had you leveling up and learning upgraded versions of the same move, but in Starlite Worlds there is no need for that. Skills you find at the beginning of the game will still have their place later. More focus is put onto empowering yourself through badges. Basically, if you want to turn your Fireball skill into a "Super Fireball", you should equip the Sunny Day badge or equip a weapon that increase the power of your Fire attacks.
Field Actions HUD -A HUD will now pop up to tell you what action to do or what button to hold for using field skills. This is most notable for jumping in the field without using pads. There are a lot more of these no-pad jumps in SW, but the Super Jump/Ultra Jump are likely to return.
A Prettier Game -Not only are the graphics updated to BiS, but also the power of RPG Maker XP allows for us to use certain special effects that were impossible and unmanageable in the first game. This will really become apparent in the Wuzzel Woods, the third dungeon of the game. -Because the charasets have not size limit, it's much easier to give people expressions. This is taken advantage of and the cutscenes in SW benefit from more varied and fluid expressions.
Silent Luigi -Even though most of our changes seem to edge us towards a Paper Mario fan game rather than a Mario & Luigi one, this one pushes us towards the latter. Luigi won't talk in the game, like Mario. He's just as funny, if not more so now.
Starlite Moves Take Starlite Power -In Seven Sages, Sage Moves took FP. However, Starlite Worlds is more like the PM series with a separate bar for Starlite Moves. -Multi-colored stars will appear at the bottom of the screen to let you know how much SP you have.
Slower Pace -Starlite Worlds will move at a slower, more professional pace than Seven Sages. This doesn't mean that you'll feel bored while playing, it's simply that the story and plot develop at a slower pace, allowing for greater build up. This will also mean that you'll have more opportunities to do side-quests rather than having to rush through the main events one after another.
Hub Worlds -The Mushroom Kingdom Castle Town and Bowser's Castle will be the springboards for many side-quests, mini-games, and extra features in general. It's a good idea to visit these areas often.
Better Plot -I say this is a minor tweak because plot isn't very important in a Mario game. That being said, the story unfolds less like a collection quest than Seven Sages did.

Luigi has his fans to, you know. I hope there will be at least one person who knows him.

Does this mean that the effects suffered during battles will be properly displayed?
